Installation of Security Cameras & Street Lighting at the Third Ave Hub

Project Overview

The Bronx Economic Development Corporation (BXEDC) is a 501(c)(3) nonprofit organization dedicated to fostering a vibrant and competitive economy in the Bronx. In 2018, BXEDC was awarded a grant from New York State’s Downtown Revitalization Initiative (DRI) to fund commercial revitalization projects. As part of this effort, BXEDC is collaborating with the Third Avenue Business Improvement District (BID) to enhance neighborhood safety by installing security cameras and street lighting at various business locations. This project seeks to improve public safety through the installation of security cameras and street lighting at multiple business locations within the 3rd Avenue Hub area. The selected contractor will be responsible for both aspects of the project in conjunction, ensuring proper coverage and functionality across all designated sites. All lighting and security camera installations must be completed by August 2025.

Project Scope

The contractor will be responsible for:

● Installing a up of 20 security cameras and lighting fixtures across designated sites (as seen on page 3)

● Ensuring all installations meet safety and compliance standards

● Coordinating with property owners for site access and installation logistics

● Selecting appropriate security camera models and lighting solutions for optimal coverage

Submission Requirements

The selected contractor must:

● Submit a proposal outlining the total project cost, timeline, and installation plan before work begins

● Identify and recommend suitable security camera models and lighting solutions

● Provide a detailed work schedule for installation across all sites

● Ensure all equipment is weatherproof and suitable for outdoor use

● Indicate if the company is a Minority and Women-Owned Business Enterprise (MWBE)

● Ability to relocate equipment if needed (preferred)

Technical Specifications

● 360° Range - Suggested camera modes should provide a full 360° view, either using multiple sensors or fisheye lenses to cover the entire area. Examples include [the Dahua DH-PSD81602-A3601 and Ava 3602}

● Wireless Data Transfer: Ensure the cameras support wireless data transfer, allowing for flexible installation without extensive cabling.

● Cloud Integration: Cameras should be compatible with cloud storage solutions, enabling remote access and management. Ava 360 cameras offer cloud storage options.

● Equipment should offer customizable retention periods. Storage durations of 30 days at a minimum

● Durability: Look for cameras with high impact resistance (e.g., IK10) and ingress protection (e.g., IP66) to withstand harsh environments.

● Motion and Activity Tracking: These systems include built-in video analytics for motion detection, intrusion detection, and smart tracking. Dahua cameras feature IVS technology (preferred)

Additional Features:

Day/Night Functionality: Cameras with IR cut filters for true day/night functionality, ensuring clear images in varying lighting conditions.

Low Light Performance: Starlight technology or similar features for capturing usable video in low light conditions.

Selection Criteria

Proposals will be evaluated based on:

● Experience in security camera and lighting installation

● Technical expertise and ability to recommend appropriate equipment

● Cost feasibility and adherence to project budget

● Timeline feasibility to ensure timely completion

● MWBE status (preferred but not required)

● Proposal (1-2 pages) outlining the contractor’s approach and technical recommendations

● Portfolio of at least three relevant past projects

● Company profile and resume highlighting relevant experience

● Project budget and estimated timeline

● Notice of MWBE status (if applicable)

● Service providers will submit a contract outlining the total project cost before work begins. Payment will be issued upon completion of the project
